About Prime Minister Laptop Scheme
Prime Minister’s Youth Programme is a unique initiative that was launched in 2013 by the Government of Pakistan 2013 for five (05) years. Eligibility Criteria to Apply for PM Laptop Scheme 2023
A hundred thousand laptops will be given to the following groups of youth in Punjab:
1. Students in the 4 years BS Degree Programme who have been able to secure
- 60% or more mark (in this year’s previous exam) for the annual examination system or
- 70% or higher mark (in the last semester) for the semester system.
2. Students from all postgraduate programs (Part I and II) of the 2 year Masters Degree Programme, w have been awarded
- 60% or more scores (in last year’s exam) in the case of annual examinations OR
- 70% or higher mark (in prior semesters) for the semester system.
3. All students/scholars currently enrolled in MS, LLM, M.Phil and Ph.D
4. Top 100 Students from every Board of Intermediate and Secondary Education in Punjab
5. In the case of 1st-year students, the information from the final examination, that the student took will be taken into consideration.

In the age of information, personal computing devices like laptops are essential, especially for students who are in the higher education stage. In keeping this fact in mind and considering the limited supply of laptops in this program, the HEC’s recommendation is to provide laptops to students who are in the early stages of their academic year to reap the maximum benefits from this program.

Merit List Procedure Of Prime Minister Laptop Scheme 2023
- The number of laptops to be distributed as part of the scheme is 100,000, while the student enrollment in higher education institutions and, more importantly “eligible students” are large in terms of numbers. Thus laptops will be distributed exclusively according to the basis of Merit basis between students. Students who are eligible at every distribution level or group will be based on merit.
- 50 percent of reserved capacity to be allotted to students who are in the first year after the inter merit.
- 20% allowance for students taking 2nd-year classes in their undergraduate 16-year program who meet the following requirements.
- 10% of the allocated numbers for 3rd-year students in Bachelor’s degree programs.
- 10% of all numbers allocated for 4th-year students who are in Bachelor’s degrees as well as Master’s (16-year educational) 1. (5 percent each for both if they are both available)
- 10% of the allocated numbers will be distributed to students who are in the 5th year of their Bachelor’s degree and Masters (16-year educational) second year (5 percent each when both programs are in existence). If neither of these is available the 10% allocation will be divided equally between the 3rd year and 4th year allocations.
Note:
- Students who have scored 60 percentage points (for the annual system) or 70 percentage points (for the semester method) or equivalent GPA/CGPA in the Final examination will only be eligible for the Merit list.
- CGPA and GPA to Percentage conversions will be controlled by HEC specified formula.
- Laptops left over at any level of distribution (i.e. Academic level or Departmental, Campus Institutional, Provincial, or Allocation) could be modified according to the decisions of the Project Steering Committee.
Distribution Criteria for Prime Minister Laptop Scheme
The distribution criteria used for laptops awarded are described as follows:
- Provincial distribution, corresponding to enrollment percentage, in proportion to overall enrollment of students in higher education institutions with the exception of students in one of the categories below.
- Full coverage for enrolled Ph.D., MPhil, MS, or students from every private sector HEI.
- 2.5 percent Quota for distance students/ learners of every Virtual University & Allama Iqbal Open University.
- Students are entitled to 5% of the Quota taking classes in Government Polytechnic institutes or Government College of Technology.
- 5 percent Quota for students of postgraduate or degree-granting colleges in the Federal Capital or Federally Administered Tribal Areas.
- Laptops that are still available for students in the Bachelor as well as Master (16 years) program in public sector higher education institutions which include students from the Waiting Lists from the previous year’s distribution as well as new admissions made between July 2014 and June 2015.
